DUES INCREASE MEETING NOTICE
Dear Killearn Lakes HOA Member,
Below, please find a meeting notice with dates for a Special Membership Meeting(s) called for the sole purpose of voting to increase our Association dues. Our Association's Board, composed of members just like you, has endorsed a proposal to increase the annual dues from the current $120.00 to $250.00; and $268.00 for lakefront owners.
HOA membership has implemented an increase only once in the last 42 years. And that was in 2005. Over the years, we have "tightened the belt" by removing non-critical line items in our budget to focus on the items that protect our property values. Property values remain high when common infrastructure such as parks, lakes, and conservation land is well maintained and covenants and restrictions are enforced. The dues increase will allow our Killearn Lakes Homeowners Association to adequately perform its duties, maintain our infrastructure, and continue to align our neighborhood with the next generation of beautification processes that have made living in Killearn Lakes such a wonderful experience.
According to our Covenants and Restrictions, raising the dues necessitates a two-thirds majority of the votes cast in person or by proxy at a meeting called for the sole purpose of increasing the assessment. The vote can only occur if there is a quorum of members present. You are one of our 4,390 members. The Florida Statutes set the quorum at 30%. This means 1,317 members need to attend in person or by proxy to increase the dues. If a quorum is not present, the meeting will be adjourned, and a second meeting can be held at a later date, and the quorum requirement is halved. This drops the quorum to 659 members. If a quorum is not present (either in person or by proxy) at the second meeting, it will also be adjourned and a third meeting will be held at a later date with the quorum requirement halved once again, or, in this case 330 members. This process continues with the quorum requirement being halved at each succeeding meeting until a quorum is reached. We anticipate it may take up to five meetings specifically called for increasing the annual assessment before we will have enough members present either in person or by proxy to take a vote, which is why the meeting notices below covers up to five meetings.
You do not have to be physically present to participate in the vote. The linked proxy form below allows you to assign your voting privilege to another member or the Secretary of the Board. If you cannot attend the Special Meeting(s), please participate by completing the proxy and return it to the Association office at 7110 Beech Ridge Trail, email it to admin@killearnlakeshoa.org, or give it to your named proxy holder to bring to the meeting.

The main function of an HOA is to protect property values and increase the value of the neighborhood. To accomplish such:
- An increase is necessary to sustain financial stability. As costs continue to rise, our revenues remain flat. Our revenue currently is collected through membership dues and estoppel fees.
- There is no other mechanism for the HOA to increase revenue.
- In the last 42 years there has only been ONE increase in the dues.
- Since the last increase in 2005, the consumer price index (CPI) has gone up 64% and office utilities have increased threefold!
- Killearn Lakes consists of over 2,930 acres, 442.37 of which is green space maintained by the HOA.
- The HOA maintains six (6) parks and five (5) lakes.
- The KLHOA lakes are over 70 years old. The dams, spillways and control valves are deteriorating, and we must prepare for inevitable repairs.
- Lake aerators are needed for the overall health of some of our most stressed lakes.
- Trees are the star of our community! Our canopy, however, is aging out and we must have the funding to remove dangerous trees and replant them with local native and sustainable forests.
- Office filing systems and storage are antiquated and must be modernized.
- Postage rates for a standard 1-ounce First-Class Mail letter in the United States have increased significantly since 2005, rising from 37 cents to 78 cents as of July 2025, an increase of over 110%.
- With the completion of the bathroom at Tekesta Park, security, cleaning and power are now required.
- With expanded enforcement, another employee must be added that is solely responsible for this rather important position.
- All noncritical events have been removed from the budget. Through volunteers with the neighborhood improvement committee and funding, we hope to begin adding some new events.
Our Mission: To promote health, safety, welfare, and the common benefit and enjoyment of the residents (Members), and to be responsible for common properties and facilities.
